This is Cheetah Factory Racing's "Snowboard Bracket Kit", designed to install on their "D" or "Double D" cargo racks....see link.

Hardly seen any use, but there is a small extra hole in it, that I drilled in order to mount on a different cargo rack ('04 Arctic Cat Factory)
It does not affect the integrity in any way.
